Stan Matsunaka and Marilyn Musgrave have remarkably similar records on the issue of taxes and tax cuts. Stan Matsunaka and Marilyn Musgrave have cast the same vote on 23 of the 26 tax cuts that came before the legislature since 1998.
The only difference is that when a tax cut is targeted toward working families, seniors, and low-income residents, Marilyn Musgrave votes NO.
The three bills where they differ are one missed vote by Musgrave and two votes for tax cuts for the poor. Musgrave's votes on these bills fly in the face of senators on both sides of the aisle. Her opposition also evidences a gap between her views and those of Governor Bill Owens, as Owens approved both tax cuts that Musgrave opposed. |

One of these tax cuts, House Bill 99-1383, creates a state-level earned income tax credit for those Colorado residents who claim a federal earned income tax credit. On May 4, 1999, the Senate voted on the bill, with Matsunaka voting YES and Musgrave one of only six senators to vote NO. The bill passed, and Governor Bill Owens signed HB99-1383 into law on June 3, 1999. |

The other tax cut, House Bill 01-1334, creates a property tax exemption for housing facilities that serve low-income households and charge rents that low-income households can afford.
According to Senate records, representatives of both the Colorado Senior League and Colorado Coalition for the Homeless spoke in support of the bill during hearings in the Senate Committee on Business, Labor, and Finance on April 25, 2001.
On May 1, the bill came to the Senate floor for a vote. Again, Matsunaka voted YES, and this time Musgrave was joined by only three other senators in voting NO. Governor Owens signed HB01-1334 into law on June 8, 2001. |
