His voting record on tax cuts includes three votes to cut taxes that his opponent opposed. These tax cuts were an earned income tax credit, and two low-income housing credits, that have benefited low-income working families.

Marilyn Musgrave has voted against three tax cuts targeted to benefit Colorado's working families (HB99-1383, HB00-1302, HB01-1334). These three tax cuts had strong bipartisan support, and Governor Bill Owens signed each one of the measures that Musgrave opposed.

HB01-1334 Low-Income Property Tax Exemption
This bill provides a property tax exemption for residential facilities that provide housing for low-income households that can afford the rent by spending no more than 30% of their total income.
On May 1, 2001, Stan Matsunaka voted YES, and Marilyn Musgrave was joined by only three other Senators in voting NO. Governor Bill Owens signed HB01-1334 on June 8, 2001. |

HB00-1302 Low-Income Housing Owner Tax Credit
This bill provides an income tax credit to owners of qualified low-income housing developments, and authorizes a total of $40 million in income tax credits.
In an attempt to provide more low-income housing, Stan Matsunaka sponsored this bill. House Bill 00-1302 would have resulted in an estimated 1,200 additional units of lower-cost housing.
On May 1, 2000, Stan Matsunaka voted YES on Third Reading of the bill in the Senate. The bill was immediately reconsidered and he again voted YES. Marilyn Musgrave voted NO on immediate reconsideration, which was the bill's final vote that took place in the Senate. She was joined by only six other Senators in voting against the bill. Governor Bill Owens signed HB00-1302 on May 24, 2000. |

HB99-1383 Earned Income Tax Credit
This bill creates a Colorado earned income tax credit for individuals who claim a federal earned income tax credit. If a resident individual claims a federal earned income tax credit, the individual would be allowed a state earned income tax credit equal to 8.5 percent of the amount of the federal credit claimed on the resident individual's federal tax return. The bill was expected to generate more than $300 million dollars in tax credits each year.
On May 4, 1999, Stan Matsunaka voted YES on HB99-1383. Musgrave was joined by only five other Senators in voting NO. Governor Owens signed HB99-1383 on June 3, 1999. |

Marilyn Musgrave has voted against tax cuts designed to benefit working families in Colorado. She continues to run vicious, negative attack ads against Stan Matsunaka, yet she refuses to talk about her record on the same issue, and has offered no justification for her votes on these key tax cuts. |

Musgrave also seems to misunderstand Colorado's constitution, which prohibits any increase in tax rates without a direct approval vote of the people (Taxpayers Bill of Rights, Article X, Section 20). Her claims, therefore, that Stan Matsunaka has raised taxes are simply untrue. |

When Musgrave says she will cut taxes, she often fails to mention that those tax breaks disproportionately favor wealthy corporations and special interests. |

Musgrave indicated in a June 6, 2002 radio interview that if she had been in Congress last year she would have voted for a tax break that included rolling back taxes for all corporations to 1986a tax break that would refund $254 million to Enron. |
